Croatia Sees Surge in Demand for Foreign Workers, with Nepal Emerging as Top Source
Croatia is becoming increasingly dependent on foreign workers to meet its labor market needs, particularly in sectors like construction, tourism, and trade. In 2024, Bosnia and Herzegovina remained the top source of seasonal workers, with 38,100 Bosnian nationals employed in Croatia, followed by 35,635 from Nepal and 27,988 from Serbia, according to the Croatian Ministry of Interior.
However, recent data from January and February 2025 shows a shift, as Nepalese workers received the highest number of work and residence permits among all foreign nationals, indicating that Nepal may soon surpass Bosnia as Croatia’s main source of foreign labor.
Other Asian countries are also seeing rising numbers, with 28,000 permits granted to Indian nationals and 14,700 to Filipino workers so far in 2025. The majority of these permits—around 75,000 or 36.3%—were issued for construction jobs, followed by 56,000 in tourism and hospitality, and 28,500 in industrial sectors.
Tourism Sector Driving Seasonal Worker Demand
Croatia continues to experience strong demand for seasonal workers, particularly in tourism, which remains a critical pillar of the economy. The country has seen a sharp rise in seasonal labor needs, from 30,000 in the first half of 2022, to 21,000 in 2023, and a notable increase to 70,000 in 2025.
Wages for foreign and seasonal workers are legally required to be equal to those of local Croatian employees in similar roles. As of 2025, the average monthly salary in Croatia stands at €1,361, with expectations that increased labor demand may lead to improved income opportunities for foreign workers.
