EESC Urges EU to Finalize Schengen Accession for Romania and Bulgaria
EESC Calls for Full Schengen Accession of Romania and Bulgaria by 2025
The European Economic and Social Committee (EESC) has urged the EU Council to finalize Romania and Bulgaria’s full Schengen membership by setting a concrete date during the upcoming EU Justice and Home Affairs Council meeting on December 12. If approved, the two countries will become full Schengen members from January 1, 2025, eliminating land border controls.
Progress Toward Full Membership
Romania and Bulgaria entered the Schengen Zone through air and sea borders on March 31, 2024, but land border controls remain in place. A breakthrough came during the November 22 meeting between Austria, Romania, and Bulgaria’s interior ministers, hosted by Hungary, where an agreement was reached to support their full Schengen accession.
Mariya Mincheva, rapporteur of the EESC opinion “The Cost of Non-Schengen for the Single Market – impact on Bulgaria and Romania,” expressed optimism about a positive decision on December 12.
Economic Costs of Partial Schengen Integration
The EESC highlighted the economic burden Romania and Bulgaria face due to their partial Schengen membership, stressing that the Schengen Agreement is vital for the EU’s economic success and should benefit all member states equally.
According to a study by the Economic Research Institute of the Bulgarian Academy of Sciences (ERI), Bulgaria has suffered financial losses exceeding €834 million due to its partial Schengen integration, including direct, indirect, and environmental costs.
For Romania, delays at land borders have cost transport operators over €90 million, with an additional €2.32 billion in annual revenue losses. These figures underscore the significant impact of restricted border access on the two Balkan economies.
Looking Ahead
The EESC’s call for action reflects the urgency of integrating Romania and Bulgaria fully into the Schengen Area to ensure equal benefits for all EU citizens. If the EU Council approves their accession on December 12, both countries could see significant economic, political, and social gains as full Schengen members starting in 2025.
