Armenia’s EU Visa Liberalisation Plan Expected to Be Finalised by June 2025
Nelly Davtyan, Head of the Migration and Citizenship Service under Armenia’s Ministry of Interior, has confirmed that the EU visa liberalisation action plan is anticipated to be completed by June 2025. While the final details of the agreement remain under discussion, Davtyan noted that based on previous agreements between the EU and other nations, Armenia can anticipate certain standard requirements.
However, when asked for a timeline on when visa-free travel to the EU might be implemented, Davtyan refrained from giving an estimate, as reported by Armenpress.
Biometric Passport Key to Armenia’s Visa-Free Access to the EU
A critical requirement for Armenia’s advancement in the visa liberalisation process is the reintroduction of biometric passports and ID cards. These documents are essential for fulfilling the EU’s security standards and for enabling freedom of movement for Armenian citizens within the Schengen Area.
Davtyan confirmed that Armenia plans to begin issuing biometric passports and ID cards in the second half of 2026. The country had previously issued biometric passports from 2012 to 2017, but the process was halted after the contract with a Polish supplier expired.
The resumption of biometric documentation is currently underway, as Armenia works to meet EU technical and security benchmarks.
Visa-Free Travel to the EU: A Strategic Goal for Armenia
Achieving a visa-free regime with the European Union is a significant diplomatic and mobility milestone for Armenia. Once the agreement is in place, Armenian passport holders will be able to enter the EU for short stays without the need to apply for a visa, greatly simplifying travel for tourism, business, and family visits.
To support this effort, the Armenian Parliament has already passed a bill enabling the start of the visa liberalisation and accession process. The legislation was approved in its second reading with the support of 64 lawmakers, showing strong parliamentary backing for deeper EU integration.
