EU Considers Decoupling of EES and ETIAS Databases
According to a non-paper from the Belgian delegation to the Working Party on Frontiers and Mixed Committee, a decoupling of the projects is needed so that ETIAS can become fully operational in May of the following year, AtoZSerwisPlus.pl reports.
“A decoupling would mean that ETIAS can realistically enter into operation in May 2024 if the decision to decouple both projects is validated in June 2023 and on the condition that all requirements have been fulfilled,” a part of the non-paper reads.
As the non-paper explains, if the launch of the EES is postponed until 2024, a potential decoupling of EES and ETIAS is an option worth considering and being discussed.
Regarding the technical impact if the decision to decouple EES and ETIAS is taken, the non-paper said that the EU member states would have to alter their priorities concerning the technical development of national software, apps, and environments.
As for its organisational impact, it was emphasised that ETIAS’ earlier entry into operation would have a marginal impact and would not require the installation of kiosks, cameras, or fingerprint scanners.
“At the borders, an earlier entry into operation of ETIAS would also have a limited impact. In practice, the border guards, without the availability of EES, for passengers who fall within the scope of ETIAS, would have to check these passengers’ passports and stamps in order to calculate and verify the permitted period of stay of 90 days and verify their ETIAS,” the non-paper stressed.
The EES is an IT system that the EU plans to launch soon in order to automatically monitor the border crossings of nationals from third countries within the bloc.
This system is intended to replace passport stamps eventually, as well as help EU member states reduce irregular migration and identify those who do not fulfil the entry conditions, among others.

On the other hand, the ETIAS will be used to keep track of foreigners who do not need a visa to enter the Schengen Area.
The system does not collect biometrics. However, everyone subject to the requirement for an ETIAS will be required to submit a biometric passport number, fingerprints, and face biometrics as soon as it becomes fully operational.
