The continuous postponement of the EU’s Entry/Exit System (EES) may be tied to the Russian office of French IT group Atos, which was contracted to build the software. According to the Financial Times, Atos used staff based in Russia to purchase the software back in 2021, raising serious security concerns.
Russian Involvement Raises Security Questions
The EES aims to gather and store data on non-EU nationals entering the Schengen Area, making it a highly sensitive project. Leaked documents reveal that Atos’s Moscow branch operated under a license allowing Russia’s FSB security service to access its work in the country.
Sources familiar with the matter noted that Moscow-based staff were directly involved in the software purchase, triggering investigations by the European Public Prosecutor’s Office (EPPO).
EPPO Investigation Underway
The EPPO is currently investigating the involvement of the Moscow branch of Atos in the EES project. While the investigation is ongoing, the Prosecutor’s Office has refrained from making public comments.
EU Anti-Fraud Watchdog Investigation
In 2023, OLAF, the EU’s anti-fraud agency, investigated allegations of Atos Russia’s involvement. A source revealed that EU-Lisa, the agency responsible for managing large-scale EU IT systems, did not take sufficient measures to address the security concerns.
EU-Lisa responded to the allegations, stating:
- It had no contractual relations with Atos Russia.
- No security breaches had been identified.
- System security checks were conducted, and all necessary steps were taken after the allegations surfaced.
Key Findings & Pending Investigation Results
- Software licenses were purchased through Atos’s Moscow branch in 2021.
- No evidence has been found indicating the branch’s involvement in the EES project after the invasion of Ukraine in 2022.
The European Public Prosecutor’s Office continues to investigate, and it remains to be seen what additional information will be revealed and how this will impact the future launch of the EES.
