Despite Finland ceasing the issuance of Schengen visas to Russian nationals in autumn 2022, Russians are entering Finland and other Schengen countries using visas issued by France. How Russians Obtain French Schengen Visas
An investigation by Helsingin Sanomat (HS) revealed that Moscow-based travel agencies are facilitating these visa arrangements. During the investigation, a reporter posing as a client was advised to apply for a French Schengen visa, with a high success probability.
Cost of Visa Arrangement
The total cost for this service is €400, which includes:
- €285 for the travel agency’s services.
- €90 for the official Schengen visa processing fee.
The travel agency also handles flight and accommodation reservations required for the visa application, but these are canceled after the visa is approved, leaving applicants to make their own arrangements.
Russians’ Legal Entry to Finland
Despite tightened restrictions, many Russians still enter Finland legally using valid Schengen visas. However, Finland’s eastern border with Russia was fully closed in December 2023, significantly restricting land access. Exceptions remain for family members of Finnish citizens and residents.
