Latvia to Enforce Stricter Entry Rules for Third-Country Nationals Starting September
Latvia is set to implement stricter entry regulations in September 2025 for third-country nationals who do not possess a Latvian-issued visa or residence permit. The move, approved by the Latvian parliament during its final reading, is aimed particularly at nationals from Russia and Belarus.
Latvian authorities expressed concern that some EU member states fail to carry out adequate security checks for these nationalities. Therefore, Latvia has decided to impose additional measures before allowing entry to ensure national security.
Once the new rules take effect, all third-country nationals without a Latvian visa or residence permit must submit key travel details—such as the purpose of their visit, duration of stay, destination, travel route, and contact information—at least 48 hours before entering Latvian territory. Additionally, travelers must disclose whether any relatives have held or currently hold positions in elected offices, the armed forces, intelligence, customs, or government institutions.
Diplomats and Officials Exempt from New Rules
The amendments clarify that individuals with diplomatic immunity and those visiting for short-term official duties will not be subject to the new entry requirements. Latvian authorities also stated that the impact of the measures will be reviewed annually to assess effectiveness.
In addition to these changes, Latvia will limit the validity of temporary residence permits. Under the new rules, such permits will be valid for a maximum of two months.
Since the Russian invasion of Ukraine—supported by Belarus—Latvia has tightened border controls and called on fellow Schengen countries to stop issuing visas to Russian nationals, reinforcing its focus on national and regional security.
