Lithuania Tightens Residence Permit Application Rules for Foreigners
As of December 1, 2024, Lithuania has implemented stricter rules for submitting temporary residence permit and national visa applications. Foreigners are now required to apply only through external service providers located in their home country.
Exemptions to the New Rules
Certain categories of foreigners are exempt from this requirement, including:
- Those applying for family reunification.
- Students applying for residence permits for study purposes.
- Applicants planning to work in highly qualified positions or in teaching and research.
The Ministry of the Interior clarified that these amendments aim to regulate the flow of foreign workers while ensuring priority categories of immigrants are unaffected.
Objectives Behind the New Rules
Minister of the Interior Agnė Bilotaitė stated that these changes are necessary to strengthen national security amid increasing immigration flows and attempts to circumvent immigration procedures. The reforms are also expected to enhance services for citizens of the countries where external service providers operate.
Application Rejections and Stricter Controls
Preliminary screenings reject about 40% of temporary residence permit applications, according to Ministry data. Minister Bilotaitė urged external service providers to collaborate with institutions to implement stricter controls. However, applications submitted before December 1 and registered via the Lithuanian Migration Information System will be processed under the previous rules.
Work-Based Residence Permits Statistics
Despite stricter migration policies, Lithuania currently has 116,246 valid work-based temporary residence permits. In 2023, the country issued 58,176 permits for employment, and in 2024, the number has already reached 42,398, reflecting a steady demand for foreign workers.
