Russia Issued a Record-Low Diplomatic Visas to EU Officials in 2023
According to data from the Russian Consular Department, the number of diplomatic visas issued in 2023 is 6.6 per cent below those recorded in the preceding year when 479 visas were granted, AtoZSerwisPlus reports.
While the COVID-19 pandemic has prompted a change in top recipient countries, a leading factor for the plummeting number of visas issued is the war in Ukraine, hence delicate relations with the EU countries.
Russia Issued Less & Less Visas to EU Diplomats
Russian authorities have granted a total of 5,411 diplomatic visas between 2015 and 2023. Most visas were granted to EU officials in 2015 (924) but this number dropped in the following year (649) and then to be increased again in 2017 (701).
However, since the pandemic, the number of such visas has dropped significantly. In 2019, 648 diplomatic visas were granted. In 2020, which marked the beginning of COVID-19 lockdowns and travel restrictions, 24.8 per cent fewer visas were issued (490).
In light of the war in Ukraine which was started in 2022, 479 visas were issued while in 2023, this number dropped to 447.
Officials of Romania & Austria Were Granted Most Russian Diplomatic Visas
The data also show that the top country of origin for diplomatic visas issued in 2023 was Austria, with 104 visas. Belgium and Bulgaria follow next with 39 and 36 visas, respectively.
Russia granted no diplomatic visas to Swedish and Estonian officials, while in 2022, Ireland, Norway, Slovenia, Croatia and Switzerland were not granted any diplomatic visas.
While Austria has been the top country to receive most Russian diplomatic visas since 2021, before the COVID-19 pandemic, Romanian officials led the list. In detail, Romania was the undisputed country that received the most diplomatic Russian visas from 2015 to 2020. In total, 1,123 Russian visas were granted to Romanian officials.
In 2023, only three diplomatic visas were issued to Romanian representatives, while in total 21 per cent of all diplomatic visas granted to EU officials between 2015 and 2023, were those granted to Romanian officials.
Russia granted fewer number of diplomatic visas throughout the years to officials of Estonia, Germany, Switzerland, Croatia and France.
As per EU citizens, Russia granted 160,000 visas in 2023, with the majority of those being issued to German citizens (37 per cent).
