Slovenia Adjusts Requirement for Language Proficiency on Applicants for Family Reunification
The new measure has come into force on November 16 as an urgent amendment to the Aliens Act but the language proficiency requirement will become effective on April 30, 2024, AtoZSerwisPlus.pl reports.
The official Slovenian government website has pointed out that there have not been any changes to obtaining a permanent residence permit, and passing the A2 level exam requirement remains effective, as determined by the previous amendment to the Foreigners Act in April. 2023 (ZTuj-2G).
Different from the previous requirement of knowledge of entry-level A1, implying that foreigners in Slovenia must be able to communicate for basic needs, such as everyday situations, in A2 levels, foreigners are required to speak a more advanced level of Slovenian.
The Ministry of Education will set out the criteria for the new education programme at the subsistence level, including the standards of knowledge. Every foreigner who is entitled to participate in these programs will also be entitled to a one-time free test of knowledge of the Slovenian language.
The condition of knowledge of the Slovenian language will be gradually introduced in procedures for extending residence permits due to family reunification and the timeline of the measure will be conducted as follows:
- For applications submitted until April 30, 2024, language proficiency at the subsistence level is not a condition.
- Applications filed from May 1 to October 31, 2024, will need to have a certificate of enrollment in the educational programme for adults to learn the language or present a certificate of enrollment in a publicly valid educational programme that confirms the holder has successfully completed the Slovenian language test at the entry-level.
- Applications submitted after November 1, 2024, must confirm that the foreigner who wants to extend a temporary residence permit due to family reunification has a certificate of having passed an exam in Slovenian at a subsistence level.
- The goals of the Slovenian government are to improve language integration in the country, as well as the integration in the field of education, labour market, and the local environment and enhance cooperation with diasporas.
The first condition for good integration is knowledge of the Slovenian language. The strategy addresses a multi-level model of language learning and defines it by content and number of hours. At the same time, it defines other measures that are necessary for the successful implementation of language courses.
With a basic knowledge of the Slovenian language at a subsistence level, a foreigner has independence in society and the local environment, while at the same time, the possibility of his later wider integration into society increases.
