Spain's Congress Approves Termination of Golden Visa Program Effective January 2025
According to local media reports, Spain is preparing to abolish the real estate investment route from its Golden Visa Program, effective January 2025. While the Congress of Deputies has approved the bill, it still requires amendments in the Senate and a final endorsement by Congress before being officially implemented.
Real Estate Investment Option to Be Discontinued
The Spanish Golden Visa Program offers residency to nationals from non-EU countries through financial investments in Spain. Among the options, the most popular has been real estate investment, which allows individuals to gain residency by purchasing property worth €500,000 or more while fulfilling additional requirements.
Earlier this year, Spanish Prime Minister Pedro Sanchez highlighted that 94 per cent of approved golden visas were linked to real estate investments in high-demand areas like Madrid, Barcelona, Malaga, and Valencia. He argued that such investments contribute to the ongoing housing crisis. In April 2024, Sanchez announced plans to terminate this route, emphasizing the government's commitment to ensuring that housing remains a fundamental right rather than a speculative asset.
Contribution to Spain’s Economy
Since its introduction in 2013, the Golden Visa Program has significantly bolstered Spain's economy, particularly through the real estate sector. In 2022 alone, Spain issued 2,462 golden visas tied to real estate investments worth €500,000 or more, marking a 60 per cent increase from 2021. Cumulatively, the program has issued 11,464 golden visas since its inception.
While the planned changes aim to address housing market issues, the program's broader impact on the economy remains substantial.
