Switzerland Maintains 8,500 Quotas for Foreign Skilled Workers in 2025
The Swiss authorities have announced that the quota for foreign skilled workers in 2025 will remain unchanged at 8,500, ensuring continuity in addressing the country’s labor market needs. Of these permits, 4,500 will be B residence permits for long-term stays, while 4,000 will be L short-term residence permits. This move aims to prevent labor shortages while maintaining controlled immigration levels.
Support for Business Needs with Controlled Immigration
The Swiss Federal Council emphasized that companies must retain the ability to recruit skilled foreign workers when necessary. While the government supports immigration for economic purposes, it remains committed to limiting overall numbers to manage integration and maintain balance within the labor market.
Special Quotas for UK Workers Extended
Switzerland will continue separate quotas for UK workers in 2025, a transitional arrangement since the UK left the EU. Under these quotas:
- 3,500 permits will be allocated to UK nationals.
- 2,100 will be B residence permits.
- 1,400 will be L short-stay permits.
The Council plans to integrate this special quota for UK workers into the regular foreign worker quota in the medium term, aligning the system for all third-country nationals.
Quota Utilization Rates in 2023 and 2024
Despite the high demand, the foreign worker quotas for 2023 and 2024 were not fully utilized:
- In 2023, only 78% of the quotas were used.
- By late 2024, approximately 63% of the quotas had been utilized.
The underutilization is attributed to several factors, including the failure of some foreign workers to meet entry requirements and Switzerland’s priority-based system, which favors domestic and EU/EFTA workers.
Admission Based on Economic Needs
The allocation of foreign worker permits in Switzerland is tightly regulated to address specific economic needs.
